When the Coast Guard operates as a part of the Navy pursuant to section 3 1 1 See References in Text note below. of title 14, the powers conferred on the Secretary of Transportation by section 191 1 of this title, shall vest in and be exercised by the Secretary of the Navy.

In this Act:
- (1) The term “United States” includes all territory and waters, continental or insular, subject to the jurisdiction of the United States.
- (2) The term “territorial waters of the United States” includes all waters of the territorial sea of the United States as described in Presidential Proclamation 5928 of December 27, 1988 .
